CDS – Customs Declaration Service

As we have previously communicated, the UK Government will, over the next few months, be introducing a new customs processing system to replace the current one. The current system for creating customs declarations and clearing goods into and out of the UK – CHIEF, has been in operation since 1994, and with an increase in entry numbers and technology significantly improving since then, HMRC are introducing a new system called CDS (Customs Declaration Service)

This new system will be able to handle a much larger volume of declarations and will offer an improved service. But there will be some changes and extra information required we would like to inform you about.

In essence;

  • If you have your own deferment account (DAN) with HMRC you will need to apply for a customs comprehensive Guarantee (CCG1 form) Please ask for details on this if it applies to your company.
  • We will need your DAN authorisation number to submit entries on your behalf under your DAN
  • If you use customs warehousing, you will also need to re-apply and we will require authorisation.
  • We will now be required to identify the buyer and seller on the entry as well as the exporter and importer.
  • Incoterms will be required on the entry
  • All importers will require an EORI number unless the goods are personal effects.
  • Valuation build up will be different – i.e. we can now declare discounts/transfers etc on entries.
  • Your local customs office details will be required.
  • Nature of transaction will be required.
  • Tariff codes are changing so much more detail about the product being imported will be required.
  • Paper copy entries will be no longer be produced
  • FAS will no longer be available but will be replaced with an alternative. More details to follow.

More details will be available as they are released by HMRC, and we will keep you updated as to what additional information we will require to complete your customs declarations.
